There's 12 different titles per faction currently. 5% chance to get one on each level up.

Ahhh, this explains it. For the life of me, I couldn't figure out why one of my Tactical Space Marine units all of a sudden had the name "Helix Prime".... Figured there had to be some reason but never saw a notification of the name change nor bonus impact. Would be great to see some small stat change or bonus assigned has these names are assigned. This would bring more flavor to an already flavorful game.
Well you can look at it this way. Your Comissar was a part of (meaning, he was terrorising commanding) a detachment which got a title Defenders of X. Now its more of a presonal thing, but some people doesnt refer to specific individual as Defender of X but a part of Defenders of X. I know i havent made it sound english or anything even remotelly ♥♥♥♥♥♥♥ close, but heres how i see things. Your Commisar is a part of somewhat elite unit. Thats why he has the title
