Tiles don't give any resource, only buildings do. The %age value is the modifier that a building will receive if built on that tile. For example if you build a Refectory (base 6 req), it will give 7.2 requisition per turn (6*1.2).
A rock tile will always only have two building max per tile, and give +20% ore/requisition (depending on what resource the faction use) on it.
The name indicates what will be on the tile in an easy way. But until you can remember it, you can just read the tooltip (or check in the Compendium).
Some modifiers will not apply to a faction. For example, for Tyranids, rock tiles are just tiles with 2 buildings. There is no boost to production.
Named areas are just for world building and have no gameplay impact.
