Explore, exploit (resource gathering), expand (city building, research), exterminate (war). Clearer?
Diplomacy never worked right in the Civ series anyway, especially in Civ 6. I personally don't miss it. Anyway, the game gives you a good reason for fighting everybody (as SM: the IG are probably corrupted by the chaos storms, kill them! and the other SM are a rogue chapter that shouldn't be here, kill them!), and you can set up teams if you want to.
Even in Total War diplomacy is whacked. It was probably better they didn't include it in the game, and just focused on creating a good game system and making it fun to play. IMHO, the devs were pretty successful on both counts.

There is no diplomacy, there is only war. Diplomats start the war, once it has started there is no need for diplomats until it is finished.

Review was funny as usual and fair and as mentioned here a good publicity for this title so good job Comissar Joe.
As per voice overs vs text...I have never been a fan of extra noise in a strategy game.
As for diplomacy. I never use it in 4x games because the AI always seems to have odd ideas of value and it turns into an annoyance more than anything.
On the other hand, this game does something I'v never seen in other 4x games, and that is independent building production. It is so nice to be able to produce a vehicle, infantry, and city improvement at the same time. It lets me keep building my military without feeling like I am going to get behind in city growth.
