What determines hero recruitment level?

As per the title, I'm rather confused as to what determines the level I initially recruit a hero unit at.

As time progresses heroes start at higher level so the loss of a hero late game is not as debilitating as it would otherwise be.

Thanks, it looked like it was something like that, but I was unsure if there were other factors at work.

I know this thread is old, but its the only thing that pops up when im searching for this information, so im gonna put it here anyway. The increased level over time is dependent on the game pace, i believe it is every 20 turns on fast and every 30 turns on standard, but i could be wrong about this.
so on fast hero on turn 20-39=level 2, turn 40-59=level 3, turn 60-79=level 4 etc.
If anybody has information that contradicts this please let me know (fx im unsure if its from 60-79 or 61-80)

Game pace doesn't have anything to do with it as far as I know, or if it does, it's not a linear scale.

I play on normal and it's still every 20 levels, with the first 20 being excluded. (0-39 is level 1 40-59 /2 60-79/3 80-99/4 100-119/5 120-139/6, and so on)
