Tau for example, they are clearly distinct from everyother factions already in the game. Unique tech tree, buildings, units and even play style. It will be nice for them to be a new faction
Gladius could technically implement inter-faction diversity by having diferent SM chapters, different Ork clans, etc. IG also has different sub groups like the Catachan, Death Korps and so on. They'd have the same basic gameplay of their "parent faction" but with some different bonuses/penalties, a few unique units. Could be good.
I don't know what level of effort this would require though and I personally would MUCH rather see (especially early in the game's life) new races like Tau, Dark Eldar and Tyranid (the most under used races in 40k PC gaming) than just getting sub factions for races that have been in just about every other 40k game.
