That is what a purity seal is, but that's not quite how/why the words appeared. "Purity Seal" is one of the random squad names that can be assigned when any of your squads level up. I make my own so I can't remember any for the Space Marines off the top of my head, but two that the Guard can get are something like "Kathian Irregulars" and "Stone Legion of Praedis Zeta".
So to be clear, it's a random squad name applied to your squad when it levelled up - it doesn't have any effect on your squad stats at all (to the very best of my knowledge).
