Theories on the other Employers' purposes? (MASSIVE SPOILER TOPIC! DON'T READ REPLIES BEFORE BEATING STORY MODE!)

We know The Stygian controls the flow of S-3LFs into the Other Place, and we know The Auditor keeps order in Nevada and also serves as a gateway to a part of Hell/the Other Place. What do you guys think The Conductor and The Deliberator do?

My basic theories that I literally just thought of are that The Conductor makes all of the natural elements of Nevada (materials, landscape, weather, etc.) and The Deliberator creates the initial, bare-bones personalities of every grunt. This could also explain why they're so easygoing on Christoff during the Abandoned Sector scene: they know that they're the one who first influenced Christoff to act like this from the very start.

"Auditor, the keeper of checks and balances"
"Stygian, the transporter of the damned and deceased"
"Conductor, channeller of forces and energies"
"Deliberator, ponderer of causes and effects"
and, of course, the top of the foodchain, "Victor, maker of burgers and fries"

Man this is cool. Looks like my low effort theory on The Conductor wasn't far off either.
