2) He'll spawn with a (tiny) army soon enough. Then he'll spend some time recruiting more men. Then he will behave just like a normal lord.
Wanted to test giving him another fief too, but there was no option in the discussion any more to do it. However, I was able to ask whom I should fief another castle, and he suggested himself. So... it makes me think you could give two fiefs to one vassal, but how? Is there a cool down time, does this possibility to give him another fief appear back in the discussion options later?
Every time you take a walled fief by assault, you get a chance to assign it. To assign and reassign fiefs at other times, you need a decent chancellor/prime minister/whatever (varies by mod).
What is a decent chancellor? Your wife or a companion. A local nobleman is not - he would be a stopgap measure, until you get someone better, as he lacks many dialogue option.

I just took the first city (or a town, what ever), one of them big settlements. I can't build anything there either, nor set taxes. Also couldn't build anything in the second castle I conquered. Only my first castle had "Manage fortress" option. I wonder are these also because of the stupid minister?
You need to get a new companion, and make him your minister. You do that by bringing the companion to your court, and speaking to the current minister.
I do not advise using a companion who has been with you for a while and in whom you have invested, as least not permanently. Assigning a A-team companion, and later bringing in a new, less useful one is A-OK, though.
Yeah, I was really disappointed not being able to build anything in my second castle or in the town. If it's a feature of Viking Conquest, it's a bad feature. Haven't tried the other campaign yet (which obviously locates somewhere else than North-Western Europe)
Currently I have two castles, two villages and one town. None of them are assigned to anyone at the moment. I just tested it by assigning the other castle. I do plan to give fiefs.
If your minister is your wife or a companion, you can assign unassigned fiefs.
The only way to take a fief from a lord, former companion or not, is to declare them a treasonous outlaw, and kick them out of your kingdom. Then the fiefs become available for assignment again.
When you accuse someone of treason, the lords who did not violently dislike him, which is practically all of them, will get upset with you.
Also, now I can build buildings in the town I conquered recently. With the random local person couldn't even do that.
There's still some issues though, that may be related to the minister.
For some reason, I cannot assign my capital fort to myself. I can assign it to others. Currently it is not owned by anybody. I was able to assign the town for myself.
Also now I have 3 forts. I still can't build anything into two of them: no manage fort option. Only into my capital fort and town has manage options to build something. Is it Normal?
