So you need a lot more experience to level them up, EVEN if your level is higher than 12.
Most troops under tier III are not battle ready (at least not against professional soldiers)
So the way to go is to recruit from cities who like you, and get at least tier II troops, then use the trainer in your refuge to bring them to tier III. Then they are so high level that they mostly advance through combat experience.
this isnt warband genius , the vast majority of armies in this game (and for that matter era) are made up of mostly freemen , axemen and swordsmen are an extremely rare sight , the basic freemen are also armed with javelins which are better than bows in this game cause they break shields and both you and the ai have to use shield walls to actually win a battle , ive been playing VC for about a year and a half at this point and i have only had like 10 swordsmen upgraded from freemen in my armies . the rest is just tavern skirmishers or spearmen
