You can also play as a dragoon. Shoot, mount, ride, dismount, repeat.
As for improving your gear, go to a city, find the weapon/armor smith on the actual city scene, and speak to them. You will get interesting options that you would not get from the menus. You will be able to get custom gear, improve most gear, etc. Not all options are available on all smiths, some require master level smiths - talk to people for that information.

In case it was not clear: You cannot get a stack of 14 balanced horseman javelins. 'Large' and 'balanced' are mutually exclusive.
I know of a way - sell the longbow to the village elder without exiting the village scene, i.e. by talking to him face to face, then leave the village, and buy the longbow without entering the village scene, i.e. from the village menu.
The longbow can indeed be used for horseback archery, but it is clear to me that it was not intended to be kept, so I said "Not without cheating". It is not very good on foot, as it has low damage and no Power Draw requirements, thus cannot get the multipliers of a strong featured bow.
