There is a console, however it doesn't do what I imagine you are hoping it does. Pressing Ctrl + ~ if cheats are enabled will open the console, and typing 'cheatmenu' will give you access to a few debug cheats if you open the camp menu.

Ctrl and ^ works for me. The ^ key is left from 1 key. I write here becouse Ctrl +~ dont work for me.
