If you have a dyeworks, you can ask your master dyer to hold onto the goods for a week, and take a velvet from the dyeworks inventory.

i am a vassel in the sarranid but i cant find velvet there. where is the master dyer?

You have to construct dyeworks first (ask the city guild master for that). It costs about 10000 denars and produces money each week, but you can also tell him to hold on to the velvet for you.
Else, you will have to visit (many) villages to find some velvet, which costs about 1000 denars.
