I keep six ships in Cell Rigmonaid and another fleet of six ships in Dun Breatann. That way I can get to where I need to be without ever having to waste the time and resources making the trip through the "dead zones" when going around Britain. North or South, the trip takes over a day, wastes food and lowers morale with next to nothing in terms of commerce or resupply.
Having only six ships means I can always take advantage of captured vessels and sell them at the next port.
Only four of my ships were commissioned and I understand there is a cap of seven for those as well. I don't know if there is a limit on how many fleets we keep.
Nope, no fleet caps that I am aware of. I use this strategy too. But my save file got corrupted so can't test out if you can have multiple fleets stationed outside of ports. I know that the game will denote 1 fleet on the map if not harbored in a port with you in it. Not sure about 2 or more yet...
