Make sure it's day, go to the building with the door labeled "Merchant" on one of the center docks. Kinda like it says to do.

Same dock the weaponsmith is on, in the house with the pillars. Door is facing towards river.

Shes in one of the houses on stilts, when you approach the door it says "go to the merchant" or something like that.
