All AI commanders do, sooner or later. Depends on how strong the guard is. If you have a castle or town, an upgrade can help reduce the chance of them escaping, but it only reduces it, not prevents.
In my opinion, it would be best to hold onto him as long as you can, unless you are desperate for money. Keeping the strongest member of the army out of action is a great way to cripple their defence, making seiges much easier without their 300+ unit party on patrol to catch you by surprise.

Leadership requires quite a bit of charisma to level it up. Keep working at it, and you'll qualify for another skill boost soon enough.
It is worth in in the late game, where having a large army is important.
Oh and one other thing. I'm pretty positive I read that refusing a ransom drops your Honour by 1.
Your Leadership maximum is your Charisma divided by 3. So you'd need 15 Charisma to have up to 5 points in Leadership. It works like that for every skill and the related attribute.
