The reason I ask is that you have to have your Tactics skill at a certain level before you can get access to certain commands. (Tactics at 4, IIRC, though some mods may differ.) IIRC, when you don't have a character with a Tactics of 4, the F keys won't even respond. This can, of course, cause one to think that they're not working, especially if they've been playing a well built character for so long they forgot about the necessity of the Tactics skill. :) (It happened to me, once, so don't feel bad if this is what is happening to you.)
If it's one that you have used the F menu with before, make sure there aren't any other I/O devices plugged into your system besides your keyboard and mouse. For USB keyboards, make sure it's going directly to the mboard and not through a hub, just to be sure there isn't any issue with it. (Sometimes, comps can fail to properly recognize a keyboard because of this. Rare, but it happens.)
Lastly - Check your keyboard by opening a program with Function key commands and checking to be sure you don't have a physical problem with the keyboard, itself.
Unfortunately I've tried all of these and the problem persists. It allows me to access certain sub menus using number keys but nothing with the function keys, I think its just broke internally somehow, no idea how though! Function keys work fine with other games/programs just in Mount and Blade for some reason there now no longer being recognised. Such a weird thing to happen! Ty for the advice though!
This happened to me once, as well. The first time it was because I didn't remember about the necessity of the Tactics skill for a new character I was playing. The second time it was only temporary and "fixed itself", somehow.
You could try deleting your preferences file to see if that forces the system to refresh all its keybindings. The prefs file will be rebuilt. (C:/User/MyDocuments/Mount and Blade Warband/rgl_config.txt - Delete it and the game will rebuild it, but you'll have to reset your preferences afterwards.)
Unfortunately it looks like I'm falling into the category of hoping it "fixes itself" which isn't the best option but its the only one I've got atm. :/
Ty for the suggestions, guess I'm going back to the witcher 3 for a bit!
