if you can't find a mead hall, then you are probably not in a town.

Mead Halls are in Viking Conquest. You can get to one from the main town menu. You don't need to walk through the city. In a mead hall you can find a "happy widow" (a euphamism for a prostitute I guess), in them who will raise your troops' morale by 15 for 1500 penings. Alternatively you can pay the host at the mead hall to buy drinks for all your men (cost varies on the size of your party).

But if you want to raise morale, you might also want to check out the priests in the lord's hall. There are either Christian or pagan priests there. You can only use the right one for your religion. Paying the Christian priest 300 penings raises your morale by 2 and increases your reputation. Paying a pagan priest (gothi) increases your morale by 4 but decreases your reputation.

Also, if you have either a Christian priest or a gothi in your army you can pay them to preach to your men and increase morale. "Camp Woman" (promoted peasant woman) also offers similar services as the happy widow. You can talk to these from your party screen, if you have any in your army.

Not in Viking Conquest

Then there are no mead halls. Just taverns in town (if you're in native). The only way to increase your morale in native is to win battles or shrink your army size.
