Strange. Just checked (version 1.03) - in custom battle 1-f4-f5 -> shieldwall (actually, infantry formed it automatically at start battle). Do you use any tweakers for MnB? And may be you started a campaign/sandbox with formations turned off? (you can see in camp menu-game options)...
When you are on the battlefield, pressing F4 is the default for Viking Conquest (and Warband I believe). The number keys are generally for selecting troop types, as I recall.
You've already been told about the main problems I can think of: Trying to put the wrong troop types into the formation, not having enough of the selected troop type available, etc.
Formations cannot be "still broken" because I use them all of the time. It's far from perfect, of course but it does what I want it to...not as quickly as I'd like some of the time, but they do follow the commands.
I'm also seeing that my army remembers that I'm going to put the infantry into a shield-wall and does it automatically at the spawn point. That usually causes me to think the game isn't responding to my orders and I have to try it a couple of times before I realize that they have already done it.
Anticipating my orders...those dirty birds! Lucky for them, I don't have a Seargent-At-Arms to sort them out.
Are you not seeing any drop-down menus at all, or do your troops simply appear to be not following the orders you give them?
Sounds pretty lame though. Hopefully, you get it sorted out quickly.
How about re-mapping the keys? Reassigning the keys to something like the numberpad instead might work better for you? That's about the best I can up with though.

Edit - I'm curious, how do you know you have selected your infantry, if none of the buttons are responding? The first order is to identify who you are talking to, 1=Infantry, 2=Archers, 3=Cavalry, etc. The icons above the heads of the selected soldiers will glow bright green to let you know that you have their attention.
The F4 etc. are the orders you give to the selected units. I wonder if that might be the issue?
1) do you have the 1.03 patch?
2) When you try to do a shieldwall (I usually use Spearmen so it is 4, but infantry is 1), do you do this....
a) Select 1 for infantry
b) Select F4
c) Select F5..(If you don't have enough Infantry you should get a message saying "not enough infantry to form a shieldwall")
do you check with backspace to see how many Infantry you have got in the battle?..Some may be listed as skirmishers,spearmen, etc....
If this still doesn't work, I think maybe you don't have the 1.03 patch?
