lords will tell you where he is being imprisoned and if they dont know he is in transition ussully and will appear aventually. if all else fails load a save from before that point you could have hit some weird bug.

I was on the verge of giving up till I randomly paid a visit to his fiefs and he was patrolling the area. The story then resumed.
During my search for Rathbarth, I spent a lot of time killing robbers/bandits/raiders. I also completed multiple side missions- my experience and renown increased quite a fair bit during this time. Perhaps the story is triggered by your actions. Either way the developers should revisit this segment as it is confusing.
Note Snotingham occurs after you have met Rathbarth, and then Bjorn Ironside.
I have been to three different "Lords/Kings" and no one wants him as a prisoner/hostage. I have tried all the options to get him to take to me, but he is very hostile. So far, after 30 additional play days, no ransom money has been seen from his family. From other things I have read, I will probably need to restart, but I have a lot invested in this character. Very frustrating.
So, I have decided to give up, take his armor and weapons, and let him go on a remote island. Then switch the game over to "sandbox" mode. Note: I was enjoying playing the story and like to see these things though, but this was the last straw. Qa'pla!
