Report a translation problem
1. Make a backup of Mount and Blade then delete EVERY single file on for Mount and Blade Warband then reinstall again.
2. You could try downloading and installing the latest version of DirectX from the Microsoft website, I know that has worked for some people.
3. Go to rgl_config.txt and rename it to rgl_config_bad.txt, the game should run then, if it does run go to http://bugs.taleworlds.com/default.aspx?url=/edit_bug.aspx&qs=id%3d3720 and upload the file rgl_config_bad.txt so TaleWorlds can see what's wrong and hopefully fix it in another patch.
If none of these work I would recommend completly reinstalling your video drivers that may work, or you can look at the online forums and look for solutions there also you could message TaleWorlds with your problem and they should get back to you.

Rgl_config is created when the game launches. The reason rgl_config isn't being created is because the game isn't launching.
I have read your comments and deleted tweakmb (only mod for mb) and every folder of the game from documents (but it was still installed on steam) then downloaded and installed demo version from taleworlds.
I played it for a minute, created a character and uninstalled it (but kept the save files i don't know what happens if i didn't). Launched steam and launched the game and its working :D

1. The save file may be corrupted. Navigate to Root Directory\Users\User Profile\My Documents\Mount&Blade Warband Savegames\Native. Move all files to a folder on your desktop. The "Native" folder should be empty. Attempt to launch the game.
Note: I'm not sure how savegames work with mods. If there are other folders alongside "Native," make sure all of their files are moved to desktop as well. All folders in the "Mount&Blade Warband Savegames" directory should be empty.

2. Verify that Mount & Blade: Warband is allowed through firewall. Navigate to Control Panel -> System and Security -> Windows Firewall -> Allow a program or feature through Windows Firewall. Make sure that "Mount & Blade: Warband," or "mb_warband.exe," is allowed.

3. Try uninstalling all mods. When the game is uninstalled, mod files may remain. Uninstall the game. Delete any remaining files from the game's directory or simply delete the whole folder. In addition, before reinstalling the game. Navigate to Root Directory\Users\User Profile\AppData\Roaming. Delete the folder, "Mount&Blade Warband."
