Two "provoke war" quests in a row from a single jarl
He really wants to watch Nords burn.

Jarl Bagsecg (Danmark) - Warmonger par excellence - had to start 4 wars (4 caravan raids) to get him to +30-40 relation to have him on my side for the assembly (talking about the Viking Conquest DLC)
These are the only quest he can give - some others are almost the same - raid monasteries, start wars - these guys are just lonely and are searching for some pen pals

Don't forget you can only get quests once - if you have a "Send letter to buddy"-Quest you can't get a second one in your note book unitl the other one is done - there are a total of 6-8 quests given from jarls if you are not the vassal of the king - vassals attending to a feast in a city (don't know if they give those quest in castles too) can give you more special quests with a high relation bonus

At feast in city they give you the "catch spys" the "drive those peasant to my village" and "kill a merchant" the last one gives you a lot of relation bonus.

I got a provoke war quest from a different lord for the same location and the first quest disappeared.

Every game I play, one lord from each faction constantly issues those quests, just ignore him. It'll ruin your relation with the other faction and your own.

Just to clarify: Send letter to buddy and send letter to enemy are considered two different quests

You raid a village or attack a caravan and make a bunch of money either way so it is worth it. I prefer to avoid such a quest if they choose a faction I don't want to be at war with though.
