You can also get it by takeing over a castle and then forcing the faction that you stole the castle from to make a peace agreement with. This gives you quite the right-to-rule points. Unfortunally, this method tends to leads you getting attacked more often if its not high enough.
I had it were I only had 2 points to rule and when I took over a castle 3 factions declared war on me and I was died defending my castle to the very end.
