It is caused by data corruption, usually by mixing 64bit and 32bit operations. Usually running chkdsk will solve the problem. If not, reinstalling the software should fix the problem. Other possible solutions include running the program as administrator, running windows update, or just restarting your computer. Sometimes reinstalling the .NET framework may be necessary. Updating MS Visual C++ and Direct X might also help. You can try these in any order you like.

i fixed it by downloading D3DX9_42.dll 32bits and copied it on the game folder where the .exe is

i have the same windows 10 64 bits
i don't know if it really matters but mine wasn't steam version
