How do you make peace?

Hi, I can not work out how to offer peace?

Consult the enemy faction's king and request for peace.

Locate the enemy faction's king and merely speak to him. You can also locate one of the enemy faction's lords to find out where their king is. A dialogue option should appear giving you the option to request peace.

Catch them in a town, approach the gates and ask to speak to them then you can make peace through talking that way.

You don't have to talk to the King. Any lord will do, either in a town or a fleet. Approach the town or fleet and the option to talk to someone will appear. If there is a lord in the town, you can talk to him and offer peace, but they're not always there, so look around to other towns. Fleets always have a lord onboard.

Usually they will reject peace request, to get peace I have to defeat them several times so that they offer it, one time I requested it then as soon as I exit the conversation they offered it

Just answered this kind of question in another post.
You can ask guild-master, in towns, for 'make peace' quest. Sometime you need to ask a lot of times to get the right quest.
That's the least time efficiency but most easy and guaranteed way to end a pointless war.

when i ask them they all say that they cant give me peace only the council can

Only the King can provide you a peace offer, the other lords can't. He meant that you can ask the other lords for their king's location (and then ask for a peace offer). But I dont think that's possible once you are at war with the faction, so that's a little bit weird.
