You can ask guild-master, in towns, for 'make peace' quest. Sometime you need to ask a lot of times to get the right quest.
That's the least time efficiency but most easy and guaranteed way to end a pointless war.
when i ask them they all say that they cant give me peace only the council can
Only the King can provide you a peace offer, the other lords can't. He meant that you can ask the other lords for their king's location (and then ask for a peace offer). But I dont think that's possible once you are at war with the faction, so that's a little bit weird.
