For anyone still curious, its hard to find the links of this mod anymore. The best you're going to get, should be referring to legion-51 link above, especially since the person on the site appears to offer the latest version of the mod. Just follow the instructions. I translated the mod, with inclusion of a few english corrections. (google translate) (to make your lives that little bit easier):
Installation and System Requirements
1) Install the English version of the 1.174 game Download, activate the key.
2) Install WSE v4.6.0 Download to the Mount & Blade Warband folder.
3) Download and paste files to the Mount & Blade Warband folder.
4) Download and paste Imperia into the Modules folder.
5) Launch Launcher via WSE shortcut, choose to download from the Imperia mod list.
5) In the Launcher, in the configuration-video section, tick the "Load textures on demand" checkbox (required).
6) In the launcher in the settings, select Russian or English.
7) Run the mod.
8) In the video game settings, put "0" in the number of ragdoll models (surely, solves the problem of long hands).
9) For those who updated the game to version 1.173, you need to delete the "TexturesHD" folder from the Mount & Blade Warband folder,
(This part I had to modify) Download either of the two links offered on step 9 and insert this new "TexturesHD" into the Mount & Blade Warband folder.
For those who can not use WSE (use either of the two links on the site) and
Paste into the Imperia folder with file replacement.

To activate your chariots and wagons, press the 7 + F2 + F6 keys (dismount).

To be honest, I haven't seen launchers have that much use other than this particular mod in general. Whether its safe or not, depends on the actual mod reviews and the sites. The Imperial Rome mod has been tested out by different youtubers and several other people, so assuming this, its a safe mod.
Most of the popular mods are now available on the steam workshop for easy installation, with the disadvantage of you losing possible saves when the mod automatically updates. (difficulties reverting to previous versions) If you want to keep previous versions or prevent this from happening more often, doing a manual installation is advisable. Other mods are usually posted up for download on nexus, moddb or other sites (torrent) etc. Most of these mods have the general installation method of:
1. Finding a mod or texture pack that fits to your liking
2. Downloading the mod.
3. Files will appear in your download
4. Extract the folder and copy the new folder
5. After you have copied the folder go back in to your files and find steam (in program files or wherever you placed it)
6.Then go to steam apps -> Common -> Mount and Blade Warband -> Modules -> paste it in
7. Start Warband, change the modules you want to play in the "Current module" section.
Alternatively, if my explanation was terrible, you could find a M&B warband guide on how to do a manual installation of mods.
Edit: I should probably note that while most mods follow this installation method, there are some that may need additional tweaking. Extra files for bug fixes or launchers (or anything else). These are already usually placed in the mod description for users.
You can get random lords spawning, co-op battles, etc. at the price of installing an executable from a source you do not necessarily know and trust.
Personally, I vet all WSE mods thoroughly by talking to the modder (it help that I have another username, trusted by quite a few modders) I would never go as far as recommend to someone else to install a launcher. It's up to every user to decide for themselves.
Fair enough, I did not have the knowledge about this (launchers) in particular.
Installing a launcher is your own decision to make, but you can take some steps like written above to avoid virus/malware acquisitions.
