Yeah, screaming people aren't popular in the kingdom of Gabe Newell. :D
If you want to resign your marshallship, you have to go speak to your king and tell him you don't want it anymore. If you're the king, tell one of your trusty lord that you want him to be the marshall. That's it. Then controversy will go down on its own. It also goes down every time you do a successful hostile action on the enemies of your kingdom, the bigger the deed, the faster it's reduced. Something like taking an enemy castle or city will make it down by a lot.
I believe taking settlements increases your controversy. as it's a "global" stat, no?
