If you are referring to modifying the layout of settlements and things of that nature then you need to make sure that it is enabled in the start options (prior to beginning the game). Whilst walking around in a settlement press "ctrl + e". This will enter you into edit mode. There is also another box that comes along with it that contains some options. Press "alt + enter" to make the game go in and out of full screen mode and you should now be able to see this extra box. You can add, delete, and do whatever you want now!
