At the risk of not providing spoilers, pretty soon after you make a certain decision, you will have the option to swear fealty and resume conquering.
I can't remember if the foragers were an actual unit on the map or if you had to go to a point on the map. Either way, it shouldn't be far from where that quest is issued.
The foragers are an actual unit, and should be marked such ('Saxon Foragers' or whereabouts), They spawn at a random point near Snotingaham (On one playthrough, they spawned in the southeast woods. Another time, they spawned just west of the Viking camp at the river, et cetera) and start patrolling around it. It should be about a sixty-someodd strong party, but with incredibly weak troops (A dozen or two archers and the rest are peasants). Try raising your spotting skill up if you can't see them..
