Also, I'd strongly recommend sending a nobleman as messenger, and making sure their persuasion is as high as possible. Unfortunately, I cannot think of any companions that are both noble and very charismatic after the latest meganerf.
They are only at war with the Tribe of Osraige (or whatever it's called), which is located in Ireland and none of his vassals are attacking. My only option is to save their civilians from bandits.
How do I send noblemen?
But anyway the only way to make an alliance is where you send messages from the host of the mead hall(tavern), you also have to have the king of that faction close to the town you wanna send message from.
Only then do you get alternative to do diplomacy like how you can send gift or other stuff.
Declare war, make peace and lastly propose and alliance.
