Where do I find the skill menu for character upgrade?
I heard you can upgrade your character in Mount and Blade. Only found out after 10 hours into the game.
But how am I supposed to access?

Character tab at the bottom of your screen.

Press C for character window(also in the bottom of the gamescreen).
Press P for Party window(also in the bottom of the gamescreen).
Press Q for Quests(you guessed, bottom of the gamescreen).
The rest, check the In-game controls in the option menu.

Is it in game? or at the characer selection menu?

In game, just press c and your character sheet will come up. NPC friends also level up too spend their skill points talk to them from the party screen and ask about their skills

C in game is Battle Cry. This is confusing.

Are you talking about multiplayer? There's no level progression there, unless you're using certain mods.

oh. So you guys have been talking about singleplayer. No wonder the whole thing got so confusing.
But btw, how can I ride horses in multiplayer? I mean how can I have adequate horse riding skills in multiplayer? I have clocked in for more than 10 hours. It can't be that long to unlock the riding skiils.

Doesn't work that way. There are no "skills" to unlock.

Again, if you're talking about multiplayer in Native, then you simply need to make sure you choose a troop type that can ride horses so that you can spawn with one.

For example -

Faction: Swadia
Troop type: Man at Arms
Equipment : (pick a horse)

the troop type at the bottom is always the cav,any other troop only has enough riding skill for the saddle horse(the black one)
