One other thing you can do is next time you accidentally discover one, don't destroy it. Just leave it alone and save it for later. And then next time when you find a lord that wants the lair eliminated -- voila! Since you've already found it previously, the hideout/landing/lair now becomes a quest item, so now it's only a matter of going there directly and getting the job done.
In my case both the Sea Raider and theTaiga Bandit camps seemed to have vanished. True sight seems to NEVER reveal those camps. However by chance I still was able to locate the Taiga Bandits. They were at the north river near Shapeshte. And I had to ride right next to it for it to pop up. After it did, Meriga offered me the Sea Raider quest (he didnt before and its my favorite quest for farming XP). The Sea Raider were all of a sudden easily to be found at the far north coast as always.

-ride closely along the north river to find the Taiga camp
-ride closely at the north coast (after Taiga camp has been located)
this is the sea raider camp i always start up with.
it spawns fast, it gives a lot of very good stuff for yourself and companions and you can sell it for a lot of money.
Edit: In the two games where I saw this bug, I had already destroyed the sea raider lair at least once. The bug happens when the lair is supposed to reappear some time after having been destroyed, but it doesn't (and yet there are still sea raider parties roaming around all over the map).
If you did this at or near nightfall, it might have a better chance of success. If they're within traveling range, bandit units will always try to return to the area near their camp at night.
