How many agliity points do I need to get riding 4

I want an armored horse, and my riding is at 3 (I want it at 4) and my agliity is at 11, what does it need to be at in order to be able to get riding 4? Thanks

12. the limit on skill points is ability score/3. so an ability score of 12 gives you a skill point limt of 4.
