If you prefer a light lance, which is shorter, but a lot faster and it much better at thrusting as opposed to couching, you should look at Saranid cities... although you may just want to hunt desert bandits, which drop them like a piñata drops candy.
However, the odds of it being the one you're looking for, much less a good quality, are even more slim. I don't think that in all my (roughly) 700 - 800 hours of native single player Warband I've seen a Masterwork Greatlance. So it that's what you're looking for, good luck.
Depending on the weapon type, only some quality modifiers are available. For example, no staff can be tempered, no bow can be balanced, and no mace can be masterwork.
