While talking to the guild master, I believe the second last choice "I would like to purchase land for an enterprise" is what you're looking for.
In order to make sure you have met the requirements, when you enter the town it will tell you it's relationship with you. Or if you talk to the Lord and hover over his picture you will see the relation you have with him. Both of these stats can also be looked up through "Notes".

It is the option at the bottom. It should be visible at all times. If you do not meet the requirements to buy an enterprise the guildmaster tells you.
You are talking to a guildmaster in a city and not a village elder in a village by accident?
