Those three cities have their own natural velvet production that will screw around with your income there. If you're looking for what pays out the most in those three, on average a Tannery would be best. Iron works, Oil Press and/or Brewery are probably more efficient in that they will pay for themselves faster than a Tannery would, but a Tannery makes roughly 250-300 a week, which is about 50 or so denars more than Iron and Oil, with Brewery making roughly 100 less.
There might be an odd city where a different enterprise might make a bit more than a dyeworks, Curaw with Iron tools example but there's not many that can push 500 denars a week like Dyeworks can.
