If he is there in Sargoth, you need to go to the castle. Once there, he will be standing at the back of the main hall behind the table.
If you know for sure that he's attending a feast but you can't get in to the room, then that means you need to raise your renown first before they let you in. I just means you're not popular enough and so they won't let you in to their little party because you're not part of the "cool" kids.
If he's inside a castle (no feast) but you still can't get in, then the faction that you belong to is probably at war with them. Wait until peace is declared between the two sides, and after that, they'll let you back inside again.
If you don't belong to any group at all (you're just running around by yourself and not a vassal or mercenary of any group) but for some reason they still won't let you in, then you probably attacked one of the Nord caravans, farmers, or towns recently and now they're mad at you. Talk to any of the Nord lords and ask for forgiveness (he will ask for payment as compensation for all the trouble you caused) and after that you can go visit all the Nord castles again.
Or, you can just ask the guards to let King Ragnar know you're looking for him and he will come down himself and talk to you outside. He needs to be inside a castle for this to work, though -- you can't do it if he's inside a town (e.g., Sargoth, etc).
