Each order has requirements of honor, renown, relations with the specific order, and maybe something else. You go to a castle where the order has a chapter, and you speak to a knight there. He will tell you if there is a problem.

Not quite free. Even the sergeant gear requires that you have done services to the order. Some of the later gear requires major victories and even quests. But some of that late gear is awesome.

That would not surprise me. If you have been fighting tournaments, you're bound to have been in a city with an order... well, not bound, but insanely unlikely not to have entered any city with a chapter.
Are you looking for an actual building on the scene? It's just knights and sergeants standing guard and hanging out here and there.

Some OK bows are found in stores, and even some very fine ones can show up if you're lucky.
You can approach a specific spawned army, and a deity will loan you a bаdаss bow.
Or you can take Laria, and find some really good gear in the chest.
Or you can talk to the special merchant in Laria and get him to show you his wares. That requires a quest which involves heavy fighting.
Or you can befriend the pointy-eared bastards and shop in their hidden city.
Or you can kill them, and take their gear. (Good luck with that in the early game)
Other special spawns can also drop some great bows.
Some kings and Noldor lords can be robbed of their gear, and that includes a great bow, and a godly one.
You can also make rune bows and enchant them further, and those are about as good as the best unique bows. Some people disagree.
Better ones can be found in stores, like the Hawkstorm bow.
Have you tried Noldor corpses? The alternative is befriending the Noldor, which will allow you access to a few places that sell their gear.
Nothing special, really. What works in Native works in Pendor, it's just that the enemies are higher level, with better gear, and more numerous. So the random arrow, quarrel or even bullet will find you across the map more often than you'll like.
Given that you're a archer I'd suggest either Order of the Clarion Call or the Silvermist Rangers. These are thee perfect order for any archer. Clarion call sergeants have 2 quivers which makes them have a lot more ammo and their knights are great horse archers. Mind you, they don't like the Noldor and you will have to fight them for their bounty quest AND founding a chapter of the Clarion Call will automatically take away -20 relation from them. On the other hand the Silvermist Rangers are best buds with the Noldor and according the the lore the Noldor trained them in archery (they even gave the order Noldor inf Shields) The knights are great archers but their sergeants are lacking being only a slightly better version of the Sarleon Halbedier.
These orders are the most "powerful" in retrospect. That goes to the Shadow legion, Phoenix and the Valkyries (in that order) but they're all heavy cav focused. IMO go for the Clarion call.
If you want to find good gear I'd suggest looking for adventure parties since they have a chance of dropping the Hawkstorm bow, one of the best non rune bows in game. However the horn bow you found will do just fine. For arrows look for Melintine arrows if you can't get into the hidden city of the Noldor yet. The horse archer arrows will have 36 arrows and in large its 43.
