I currently only have one lord without a fief but I can't find him anywhere and nobody knows where he is when asked.
Controversy does go down over time, so there must be something that is continuing to add to your controversy. ie: The game isn't broke, something else is going on. Finding out exactly what keeps adding to your Controversy is difficult to do for us, so you'll have to examine a lot of different things.

I don't leave soldiers behind, haven't really had a chance to since my empire is at peace.
Losing vassals. Ehh, kinda? I mean, I frequently get nobles who get indicted for treason run to my capital and as they're all of the cunning/pitiless/sadistic/bad-tempered variety I pass them off to the next faction as I don't want nor need venomous asps like that in my faction (I only accept marshall or better types of lord).
But do I really get controversy for sending those nobles off? I don't really accept them into my faction so they're not legitimate vassals of mine that I'm losing. If that's the case, well then, that's just ridiculous.
Seriously, if anyone knows of a way to edit the game so I can lower the controversy, that'd be a lifesaver. I don't have any problem with "cheating" as long as it's within reason and "fixing" what I feel like are bad design choices on the dev's part.
Also it will go down constantly if a Lord is imprisoned. You can also pass off the marshalship to someone else and you shouldn't gain controversy by whatever is causing it. Lord's losing battles, villagers being killed, villages being raided, etc will all increase controversy whole you're a Marshall.
Does anyone know for a fact if it's there and if so could they please point me to it?
I already wrote that I haven't been the marshall for a good while but still my controversy won't go below 96.
