I do not think you can do it, in Native. Many mods give you the option, as an emote or as an useful ability, but not the unmodded game.

You can emulate the animation with a shieldless upward block, and you can scream by chambering an attack for a while, but that's it.

It also works quite nice when attacking using a polearm on a horse. Especially modded ones with your banner attached. You just look up and press the mouse button. Characted will raise the flag to the top imitating cheering.
