You get it by:
-making peace
-sending companions on their "Right to rule" quest
-get married
-be recognized as a king by another king (you have to send him a letter)
-recruit a lord
good relation with the lord
Do quests for him, be nice, help him in battles, get him out of prisions
persuation
Level it up.
A strong kingdom

This is what you need if you talk to a lord and want him to join your kingdom.
There are other ways to get lords:
-Give a companion a fief (other lords do not like it, if you give a fief to a not noble hero)
-After some time lords will join your kingdom, because they left somewhere else. These lords are bad people most of the time. Give them villages, because they will not like anything you do, and if you give them a castle and they leave, they will take the castle with them.
After a kingdome got destroyed, you have a chance that some good lords will join you. Good lords will like you, just because of your high honor. So it can happen that you talk to a lord the first time and already have 100 relation with him.
Also, you can give fiefs to companions, however giving a fief to a commoner companion will piss off basically everyone.
If you're NOT the King/Queen you can NOT have vassals.
If you already have your own kingdom, inside your capital you will see some Lords standing there, talk to them to refuse/recruit them or leave them alone if you didn't make up your mind. Appoint one of your companion as the new minister so that you can give a Lord a fief.
Also, "✪ Dead" have mention another ways to recruit Lords.
"ESsce" and "lionhart" have also mention some other inportant factors from recruiting Lords.

If they act like a warmongering ass or act like they're plotting something, they are. Don't trust them with anything beyond a village.
If they something on the lines of "I will pledge my services to a king that upholds his duty to me as a lord", you want at least one of them. Their personality type is "martial" meaning that they spend a lot on having a really good army and really large army. They are the perfect martial as the warmongering guys are too agressive and pick fights and the good-natured guys are too passive. They will not care if you give fiefs to someone as long as you have given them enough.
Upstanding and good-natured guys will preach about being fair to everyone, these are the best lords as they will not care if you give someone a fief as long as they have one. They will often back up their friends. However, in times of war, good-natured lords will be extremely passive and stay within the Kingdom's borders, fighting bandits.
