In Native, though, the emissary is for parleying with kings and tempting enemy vassals into turning their coats. You use a companion, and his Persuasion is what matter. Noble born emissaries get a bonus.
So if you get Alayan to Charisma 30 and Persuasion 10, congratulations! You have gotten a great emissary, and have ruined a war god. In general, you are better off just talking to vassals yourself, and dealing with kings only from a position of strength.
So you can just not worry about emissaries.
If you're the marshal, talk to one of your hero and choose ""start a campaign"" some vassals will follow you (it will take some time and it also depends on your relationship with your vassals ) they will follow where you go and when you attack a castle/town they will join you.
To be the marshal, talk to your minister.
You may also appoint someone to be the marshal and let him lead your men to capture castle/town for you. (if that lord is aggressive )

Some vassals will appear inside your capital, you can recruit them or ask them to leave.
You may also talk to any Lord and ask him to join you when he is alone.
***No need to recruit many vassal, just take the good ones. (Honourable ones if possible)
