Question regarding mounted archery: is arrow velocity affected by horse speed?
In real life, shooting from the back of a moving horse increases the arrows' velocity. Is this simulated the game?

Being faster does not increase the range of weapons from what I can tell. It does not even increase the damage of your ranged weapon, only if your target is fast/slow.

The velocity depends on the bow you are using and the arrows do less damage if they travel further, although I would say that still fly a perfect parable.
You can increase the range of your bow, by increasing your powerdraw skill.

I think being on horse decreases damage, because horse archery lessens the penalty for damage and accuracy. Correct me if I'm wrong though.

As far as I can tell, yes, the momentum of the arrow just prior to release is conserved, but I don't have any data for you

I'm getting mixed messages here. According to the first and fourth responses, firing from horseback does affect velocity, but according to the second one it doesn't seem to affect the arrows in any way.

I tested the velocity or more precise the range of the arrow by shooting at on point and then shooting from the same distance while riding at max speed. Given that I had a bit of variation, the arrows hit the same place, so I would say that the range and also the speed of the arrow did not change.
In my experience, arrows being shot from horseback, do not get a significant speed change. All in all arrows are so fast that it would not matter. For throwing weapons it might be more interesting, but again I do not think that it is the case.

In some mods they give you the range of an arrow shot in meter. That would help making the testing easier.
