No village elder, lord, king or guild master has a quest for you?

There is a cooldown for quests, so you might have to wait sometime to get the quest again. Caravan escort quest do not have this cooldown, as far as I know.
If you become a lord you do not get some quest anymore, keep that in mind.

Many quests have cooldowns: quests about bringing grain/cattle to villages, brokering peace, hunting down looters, delivering wine, ransoming or freeing a merchant's daughter, etc. For those, you just need to wait anywhere from a week to a few months.

Others need to have some condition fulfilled to be offered: a bandit hideout must have been established, a lord must have been captured, a traveling party must have been attacked, a village must have been infested by bandits, etc. Those can be plentiful, or rare, depending on what is going on with the world.

And finally there are quests without any restrictions, as long as you don't already have one of the same type already: carry a message, escort a caravan, etc. You can theoretically chain these constantly, at least until your level, renown, or noble status do not make people reluctant to offer them - you do not ask the lord of five cities to carry your messages or hunt down a гарist.

By the way, you are no supposed to rely just on quests "to do stuff". Quest can be helpful, but most of this game's happenings are unscripted. I would not recommend never picking up a quest, but if you wanted to, you could win the game without ever accepting one.

Well I sometimes wait for a village to get raided but the wait isn't fun and if I shouldn't rely on quests to level up and earn money what else can I do?

Take Calradia by force.

Kill bandits
Win turnaments
Become a lord and take part in battles

You can find a large city, and train your weapon proficiencies in the arena. You will also earn some money as you get better.

Use the cash to get a horse, some medium armor, and a weapon that you can use from horseback, and go kill looters. Then later, you can hunt other outlaws.

but still, in this game is not that much quests, and they not even appear, i dont want to just explore area killing every bad guy, you can do it in additional, maybe there is way to make us waiting less, or making quests appear more efficiently?

If you go into any tavern and ask the tavern keeper who might have work for you, they will tell you which lords currently have quests available. You should also try talking to the guildmasters in the cities; they almost always have work on offer.

You can tweak your game so the quests lose their cooldown then you can make quest after quest.
You could also remove the renown/lord restriction for some quests.
City guildmasters pretty much always have something going on.

They don't always pay well but they're always there.

You don't do it for the pay when you help guild master, you want the relationship increase for when you take that town later it will be a flourish town, and the tax income will be more.
