2. Make sure that you are either on foot and standing still or on horseback using a crossbow that can be reloaded while mounted.
3. Make sure you are holding the crossbow in your hands.
4. Make sure that you have not switched the crossbow into melee weapon mode.
5. Fire the crossbow, if it is loaded. Keep firing until it is unloaded for sure.
5. Look at the lower right hand corner. If there are no projectiles above your health bar, whatever bolts you have do not fit your crossbow.
6. If there is a picture of a bolt, and a positive number near it, you are good to reload.
7. Click the left mouse button once. Wait until the loading animation is completed before you walk. Taking damage also interrupts the reloading process.
If you are playing a mod, tell us. Some mods like Perisno have different bolts for different sized crossbows. Some mods like Phantasy have crossbows with a melee mode. Some mods like Suvarnabhumi Mahayuth have items that looks like crossbow bolts but are actually explosive rockets for a different weapon. Etc.
If you do, and it does not work, are you sure that your character is immobile? You would not happen to have some non-disabled console controller sending minute 'move' commands?

Or maybe you should pull out you sword/spear/whatever you got, knock the bandit down, and experiment with the crossbow in safer conditions.
Other than that its usually because you're mounted (only light and hunting crossbows can load while mounted) or your on foot & start to move.
