Yes. Of my favorite mods, maybe half are not on the workshop (for example, Phantasy 2018) Of the others, many do not have the latest version (for example, The Last Days)

By the way, here is something I often post on the subject of Workshop:
There are many Warband mods in active development - The Last Days, Phantasy 2018, Perisno, and many more are getting updates quite often.
There are a few reasons for Steam Workshop being a red headed step-child:
- until quite recently there were stringent limits of size. For all I know, there still are.
- uploads aren't trivial for those with consumer grade PCs/ISPs, and mods go down meanwhile
- automatic updating is hell on compatibility and can ruin a long running game
So basically, active modders stay off Steam, and only update for major releases. Once you know you will not be updating for months, Workshop is convenient for those users who do not want to bother with manual installations and updates.
But I, personally, will never use Workshop, because of forced updates, upload downtimes, devteam spats, etc. I do not want my game to be at the mercy of things beyond my control.
Although the ease of use with the subscriptions are preferabble and some mods are a good enough on the workshop taht warrant a download, but if i can find it off the workshop in a better verzion i will.
