Something worth noting - Being able to easily find, fight and capture bandits in the early/mid game is essential PoP gameplay. And, anything near the Noldor is "A Bad Idea ™" for the early player who has yet to get opportunities to improve relations with them. But, in some cases, that could be easier for Empire players, since they can piggy-back on the victory potential of nearby Lord armies and capture some Noldor to release. (Haven't played in awhile, though, so unsure how/if those mechanics are effected.)
Empire Crossbows are great, but the Gladiators are "not so great" IMO. I do like the look of all the Empire units, though. Very snazzy! :)
