Lordly is the best modifier.
So, Lordly Plate Armor is the best defense you can go for.
Check Dhirim, Suno, and... (blanking on the other city, you can figure it out easily enough!) to buy it.
Vaegir is damn good, so you might be ok as-is (and they have that creepy face on the armor. I love that!)
Also I think merchants will sell anything regardless of what faction or town they're in.
I think you may be right, but I notice that I have a better chance to find specific armors in the realms they come from.
More axes available from the Nords, faster horses from the Khergits, and so on. From my anecdotal-experience
I play only Native...
I am currently playing true native (on Xbox One) and I am seeing wep/armor available in their "home" regions.
