And unless you have great spotting, as in the party skill, you need to be quite close to see it.
I've only ever seen Sea Raiders camp along the coast by Rivacheg - either right close to the town or futher up towards the village of Ruvar. The whole North coast is typically swarming with them. No matter how many times I take the quest to raid their camp, it just moves between those two spots.
I'm talking about vanilla Warband, of course.
My guess would be that you aren't close enough to the coast OP. Do your searching during daylight for better results. Improve spotting, follow any Sea Raiders you do spot, etc.
No Sea Raiders definitely sounds very strange to me.
Also, I have 1 spotting and Borcha with 4 spotting.

That's pretty much what I did. Both near and far from the coast with 5 combined spotting during the day.
