Soo.I played a lot of mount and blade warband p.o.p and i got my relationship with the Noldors to +8 and i met Quingfen.When i tried to buy noldor arrows or hire noldor units he said that i need a Dragon Tear . Where can i get it ?If someone knows where please tell me .

You need to defeat a big army (those roaming massive armies) and then when you capture the leader of the army, you get the chance to spare their life and they give you a qualis gem.

The two Dragon Tears (qualis gems) that are easiest to acquire are the one in Rane and the one in the Red Brotherhood lair. You can check the wiki for more information on them here: http://pop3.wikia.com/wiki/Qualis_Gem

If i pay Quingfen the qualis gem once will i have to also pay one the next time i want to recruit noldor companions ?

You will only have to give Quigfen one gem to unlock recruiting Noldor and a second gem to unlock the Noldor armory.

You will need a qualis gem each time you want to hire Noldor troops. Not a good use of the gem. Use the gem to increase you abilities or those of your companions...see one of the special traders in the taverns, finnas digit iirc. Keep it to found some knighthood order or trade for a map to hidden location to get special weapons (though that takes another gem, as well).

I was referring to your companions, the named npc's that you can recruit. You can increase their skills and proficiencies with qualis gem by talking to finnas digit (?), a merchant you find in the taverns, and he will prepare a magical item for you. Check out the link Septimus posted, it takes you to the qualis page in the wiki and explains alot.

Actually you can also start a custom knight order, give them almost any equipment you want, and arrange for training their skills and stats... but it is a late game mechanic, and you should not worry about it early on.

It is ludicrously expensive, and takes too long, as far as I am concerned - I prefer getting access to a good mounted order for field battles and to the Ebony Gauntlet for sieges, and go with them.
