Also, many mods have a cool down period after you change culture, economic policy, etc. Thus if you make significant changes you have to wait for a while. Other mods control recruit culture at the fief level, and you migrate fiefs from the "Manage fief" dialogue in the fief menu.
Remember, mods that include Diplomacy do not have its latest version, but whatever the author has included. Some modders update their Diplomacy variant religiously, others, not so much.
